ABS problems locks wheels at the start time

Hi Folks,
I have 1995 ford windstar. As I have read in this forum on ABS, I am experiencing same problem for quiet some time. I was wondering if there is a way to bypass ABS system and just use regular braking system.
Lately I have come across new problem and it happens when I try to accelerate my van , but it doen't move more than 15 m/hr speed for may 1/2 mile and then with jerk motion it becomes fine. Seems to me that wheel gets jammed. Anybody has any idea what's going on here.
