Lowering 2000 Impala

I have a 2000 impala. I have notice most police impala's seem to be a bit lower at the back...maybe the front too. It looks better. What is it I have to do to get that lower look. Is it a type of strut that can do the trick, or do I have to get new parts.

I have a 2001 police package, and I recently replaced the struts.
As far as I can tell, the rear has slightly different struts (stiffer?) on the police package from the factory, but I replaced mine with KYB's which were recommended for the Impala and did not have any problems.
As far as the rear springs...they _may_ be different. The lower half of my springs have a green (rubber?) coating all around them. I'm not sure if they're shorter or stiffer or what.
Of course, what you see may be just that the cops are hauling around more crap in their trunk than the average Impala driver (which certainly holds true for me as well).
