Not sure... however the JDM ECU's may have speed limiter built in. The JDM ZC ECU's, are set to something like 113 mph for top speed (if that matters)...
The P28 is by far the best ECU to use, due to having the proper timing MAP for that engine, rather then the fuel. As most peeps are led to believe...

yes, you can use a PR3 or a PW0. They are meant for the 1.6 vtec DOHC. Urs is a 1.6 vtec SOHC. But, will you be retaining OBD0 or converting to OBD1? They are both OBD0 and they will have better mapping for ur SOHC, which is the reason alot of people run 90-91 teg ecus for their Si for the better fuel mapping. I say, if you can get a PR3 or a PW0, get it bcuz if you decide not to use it, it can be resold easily.

a PR4 map will run a SOHC 1.6L engine *VERY* rich.
so will a PR3/PW0, which will also throw a check engine light for knock sensor, which SOHC engines do not have before 1996.

Peeps tend to complain about idling a little too rich, with the 90-91 teg ecus for their Si's. Which can lead to cylinder scuffing, future oil burning, ect... in time.
If all these different ECU's can be used, then why did Honda waste all the time/$$$$ developing them...?
