Windshield cleaning

Driving in the rain at night is a pain. It seems there is some kind of coating on the windshield that smears when the wipers move. I exchanged wipers, rubber and silicone, and tried all kinds of cleaners with no success. Any idea what to do anybody ?

Cleaning the wiper blades with isopropyl alcohol often helps + a good outside windsheild cleaning with a good glass cleaner to remove oils/waxes.
