Impala 2000 handling upgrade

Has anybody installed the handling upgrade kit from GM on a 2000 or later Impala Base or LS? It comes with the bigger front/rear stabilizer bars, trailing arms, etc? See link below. Want to know if this can be installed without the lowering package.
