Emmisions test

I'm having some difficulty passing the Ontario Drive Clean test at 40 K with my '98 Sable (3.0 Duratec)
Since I failed my first test, I have replaced the O2 sensors, fixed a vacuum leak and replaced the PCV valve, Air filter and recently had an oil change.
I also filled up with Ultra 94.
Currently the CO and HC counts are high. The NO count is very low.
The car has 166K KM (a little over 100K miles).
My last resort is to replace the Catalytic concerters.
Any ideas?

canada sucks, here in good oll america you can drive with staight pipes no catalylac converter nothin with no problems

Whatever happened with you passing emissions? I've had the same thing happen to me and I've failed 6 times.
