leaking hose!

I am trying to find a replacement to a vacum hose that is between my 3.8l split port induction. It's black w/a hose leading towards the back. the connection is hissing and i don;t understand why this part is here. It sounds like teh intake is hissing, but it's the vac hose. anyone know what this is?
