Backseat installation

I had to replace my backseat and have the part but am unsure of how to put it in correctly. It is basically just foam and material and some metal piece. The metal can be thread through the material and it appears to then connect somewhere but there isn't an opening for the metal to go out of the material. I am completely unsure of how this actually works.... any suggestions?
