93 Cooling + A/c Problems

I have a 93 SL1 SOHC 1.9L. The cooling fan does not kick on when it is idling, so it will overheat. The fuses are good, so I was wondering if it could be a relay, sensor or the motor itself. I have a good deal of experience working with troublesome electrical systems (unfortunately not Saturn ones) so I was wondering if someone could give me some leads on what to check or if someone could tell me where to find a electrical diagram for this system.
On the same car (not sure if it is related or not) the A/C doesn't work. Once again, the fuses work. I've checked the charge and it is at least more than enough for the compressor and fans to kick on. Once again, I was wondering if someone could give me some clues as to what I should check, and possibly point me in the direction of a wiring diagram.

cts coolant temp sensor needs replaced
