purge solenoid

I have a 2006 Impala LT 3.9. I am changing out the purge solenoid on the engine.
I was told I have to use the rubber insulator so the new one will not ground out.
My question is, since the new one has a grey plastic bottom, why do I need the old rubber insulator?

Not sure what insulator you mean. Doesn't this one just have the fitting with the "O" ring seal and a bolt right next it? Just mount it up and drive on!

The rubber insulator is to prevent a short to ground but, if the solenoid comes with a plastic cover, why do I need the rubber insulator?
Yes! 1 bolt and an O-ring.
