How to set TDC? test cmp sensor? thanks

I read a bit about setting tdc but still not clear yet. I understand where the marks are on the damper are but haven't looked yet. Will it say tdc or "0" degrees?

What I don't understand is: if tdc and pointer are aligned then how could cylinder 1 and 5 not be at their high point/compression stroke?

If i continue to turn the crankshaft clockwise will number 1 & 5 cylinders get to their compression stroke/high point and TDC, "0" marking align up to the pointer?

ps--i have a two wire camshaft sensor? Is there a way to test the camshaft sensor for continuity? I have read that using voltmeter, put probes on terminal of the sensor. the writer on the post said if it is "0" ohms then the sensor is bad? I thought it would be the opposite.
