I had he BCM reprogrammed by the dealer, it was an refurb BCM clear with no info stored on it, now my dash lights doesnt work at night, the gas hand flips from full to E often and my alarm doesnt make the horn beep when i use key pad to lock doors .....none of the was a problem before, the old BCM just kills my battery...Is this a problem with their programming?

I would put the old one back in. see what happens.
if the old one works with none of the other old one you purchased then they gave you a defective unit.
go to scrap yard and get another if necessary.

Was this a GM dealer that did the programming?
As for the horn beeping, you program that yourself under "personal preferences"....
Fuel gage problem could be the sender....
