I'm looking for an autoshop in Ohio that installs/locates high performance parts for a Saturn SL1
Would anyone know the usual wait time/average cost of converting my transmission from automatic to standard?

I don't mean to be rude, but quite frankly, "performance" and "SL1" don't belong in the same sentence. Unless you are doing the work yourself, it would be more cost efficient to buy another Saturn that has a manual transmission and DOHC for a performance boost.
You will need to exchange the transmission, install the clutch pedal, new shifter, new shifter cables, and reprogram the ECM.
Performance parts for the SOHC 1.9L pretty much don't exist. By the time it's all said and done, you're looking at investing at least a couple grand to just to convert your car to a manual transmission if you have a shop do it for you.

I agree. The single cam Saturn engine is no where near a power house. Sell it to someone looking to save gas and buy a twin cam with a manual.
