2005 Impala vibration drivers side

My impala has a vibration on the front drivers side. I feel a slight vibration at speed on the interstate. Vibration DOESN'T get worse when accelerating. When I go to brake, it will vibrate the whole time until the car stops. It feels as if I had a warped rotor but I felt no feed back in the pedal and no shaking in the steering wheel. I put new rotors and pads on the front anyway because she has 90k miles and it was due. The vibration was still there after that. I tried every tire on the car on the front drivers side and it still did the same. I have a new drive axle for that side. I was going to give that a try but I am just not sure. Wanted to get some opinions before I start throwing a bunch of parts at it.
Recap:
It vibrates real bad when braking as if it is a bad rotor and slight vibration when driving. New rotors and pads on front and I have put every tire on the car in that position and it still vibrates the same.
Thanks,
Jon
