Power door lock motor problem

All of my power door locks are locking and not stopping. I hear the sound of the actuators and the only way i can get them to turn off is to pull the fuse. Is this the relay? if so where is this relay located. I have a 1996 Ford windstar. Any help would be greatly appreciated. Thanks.
