Under front hood whistle

'96 Windstar, 3.8L, 160k miles
I get this whistling coming under the engine compartment only when the gas pedal is depressed and while the van is moving. The sound disappears as soon as the gas pedal is released. There is no whistling while the van is coasting. The van idles fine and has power.
With the van in Park setting, you can rev the engine and the there is no whistling coming out of the engine.
It appears the whistling is speed related and only when the gas pedal is depressed. I have changed the air cleaner media and the whistling is still there. Has anyone run into this before or perhaps tell me where to look?
