When cold fuel pump does not kick in

I have a 1999 Windstar. When it starts getting cold out the fuel pump sometimes does not kick in. When its warm out I have never had a problem. I put a new fuel pump in and the same thing happens. I have tried changing relays, fuses, and still does it. Any ideas?

you may have got a bad pump or your fuel relay? have you changed gas filter? when you turn key on can you hear the fuel pump loud or just a click? you may want to put some sea foam in it to clean injetors.

You could actually measure the voltage going to the fuel pump. Which relays did you change? With new ones?

The "PCM power relay" and the "fuel pump relay" are the important ones.
