CEL and OBD issues

I have a 98 Windstar I am working on that has two issues. #1. When you turn the key on to start it, and the check engine light does not come on. It will not start. If you continue to turn the key on and off several times, check engine light will finally come on, and then it will start. Ther is no pattern, sometimes it works the first time, and sometimes you have to turn on and off many times. The second issues is that when you hook OBD code scanner up to unit, there is no comunnication. And it will not pass emissions. I think the two problems are connected, just not sure in what way yet. My head is spinning. I have done all the basics, checked fuses and relays. Anyone out there that can help ?!?!?!?!:runaround:

Do any of the other lights come on when ignition switch is turned to on?? (brake light, door light, etc) Sounds like a igniton switch problem to me.

All the dash lights dtill come on, like they should. Weather CEL on or not. I was thinkin that too, but it still will crank eveytime, and all the dash warning lights are coming on every time.

Still working on this, I think the ECM is bad... Waiting for parts. I will update when repairs are made.:banghead:

I agree that a bad ECM could cause the problem but also a bad ignition switch could.

When the switch goes bad it can cause all sorts of electrical and intermittent problems. Note that I´m refering to the switch and not the ignition cylinder.

Take into account that you´ll need to get your keys reprogrammed when the new ECM arrives.

Took me awhile to get back on here.... But here is update. I replaced the ECM and that fixed my problem with the intermitten fuel pump issue and it also fixed the problem with reading the codes at the OBD hook up. All fixed......
