I have narrowed down my problem with it being a problem with the rear park assist speaker. I called my local dealer and he said they are on backorder, probably SOL.
Does anybody have access to the part number for the speaker on a 2000 SEL Windstar? I have looked all over with no luck finding this elusive part. We tested the ircut with a light that plugged into the socket and it worked fine.

Did you test the speaker itself?
Connect two wires to the speaker connector and at the other side connect one of the wires to a AA (1.5 volts) battery and with your hand give the other wire several slight touches to the opposite side of the battery, you will hear a small cracking sound coming from the speaker if it's working. If you can't hear anything then the speaker is bad.
I'm sorry I cannot help with the part number my manual doesn't show it.
