Driving/Fog Lights

Hi I have a 2003 Windstar sport and my driving/fog lights are not working, I look everwhere for a wiring diagram and can not find one, I brought it to ford and they tell me i need a new FEM but i dont think that is the problem.If anyone has the diagram for this system and could share it that would be great.
