2002 Impala w/police package cant find key fob ecu harness in dash

i am trying to add keyless entry to my detective model Impala. I can not find the harness to plug in the ECU box in the top of the dash. I have felt under the dash to see if i could find the open 4 wire blue connector or harness coming off the BCM (all 3 harnesses are present and plugged in) i cant seem to locate the end of the harness! I removed the crashpad to see if i could locate it from the top, no connector. From my research the harness should be right next to the indent for the ECU location. anyone have any ideas? is the location changed in the police package models?
I have checked for the FOB option when running through the radio diagnostics. no option to program. I know i will have to use the TECH2 once connected.

This should help, from what I understand the BCM needs to be programmed with Remote keyless entry RPO code as well. I'm not sure if that can be done on an already programmed BCM.
