It is a 2001 windstar. I not looking for a use part. It seems the abs units in the windstar have a high defective rate so I'm looking to replace with a new one.

I replaced the electronic portion of the ABS module on my '00 Windstar with a new module I got through Team Ford Parts http://www.teamfordparts.com. Note that I have no affiliation with Team Ford other than satisfied customer.
Yes, you want a new module. Used modules will likely have the same failure you're seeing. Yes, I know this from experience: I bought a used module on eBay, hoping for the best. It was bad. However, I used the bad module as a learning project: It gave me the experience to tackle the job with confidence.
After several years, my module is still working fine.

I have replaced this component twice on my '99. Both from local Ford dealer. The first time around, it was an outright purchase of a new part. But the second time, a few months ago, Ford wanted the old part as a "core". So I suspect, at least for my year model, the part is now a reman. A few hundred bucks each time.

Ford wanted my old module back, as well - though the module they sent me appeared to be brand new.
Also note there is someone who will rebuild Windstar ABS modules for $99 plus shipping. While I haven't done this, I know of people who have successfully used other, similar services for non-Windstar ABS modules. Want to learn more? Go to eBay and search on "Windstar ABS rebuild".
