99 ford windstar no heat or A/c

So first the A/c stopped working last fall but it was getting cooler anyway decided to wait that one out. Then right before it got frigid cold this winter the heat stopped working in the front compartments only. I changed the blend door actuator but that did not fix the problem. I was wondering if the control slide or switch could be the problem, or maybe a fuse?
