You have 2 temperature sensors which are located close to each other.
1 sensor is for the temperature gauge in the instrument cluster ONLY.
The other sensor is for the PCM (computer), which is the reading that you are getting with a OBDII scanner.

The correct (OEM) temperature for the thermostat is 195 degrees, which means that this is the temperature at which the thermostat opens.

The radiator fans are controlled by the PCM through relays in the Constant Control Relay Module (CCRM).
There are 2 speeds for the radiator fans.
They come on at LOW speed at about 215 degrees and turn OFF at about 210 degrees.
They will come on at HIGH speed at about 230 degrees and go to low speed at about 224 degrees.
The radiator fans will also come on at LOW speed if the A/C is ON and the vehicle is not moving more than about 43mph..(this includes the defrost setting).

Take note that LOW speed radiator fan operation is through the low speed dropping resistor, a ceramic body resistor that is mounted on top of the metal bumper......you can see it when you look down behind the passenger side headlight.
If this resistor is broken (common failure) you will NOT have any low speed radiator fan operation.
