2002 Saturn SL Brake Lights don't work

Third light in the window works fine when the brake pedal is depressed. Neither brake light illuminates - checked the bulbs they are fine - and checked the fuse box under the hood and the fuse was fine.
I am thinking of replacing both good bulbs and the good fuse, but if that does not fix the problem, what else can I check?
