PT Cruiser Electric Fan problem

Whatsup Guys! Well here goes! I have a 2001 PT Cruiser Electric Fan will not turn on heres what I went through.

Thermostat Switch = GOOD
FAN Tested = GOOD
GROUND CIRCUIT= GOOD

NO power coming out of the Power Distribution side of the circuit all fuses good trying to decide wether or not to get relays for it. Checked to see if proper voltage is going into the PCM LOW & HIGH side relay control. NO POWER FOUND on either line going into PCM. The only components in between that are left are the distribution block and relays.

Can someone lend me there brain?

switch the horn relay with the high speed fan relay, if the horn works after the swap, then it's not the relay, just changed out the fan motor on my '05, the low speed side would not work most of the time for the AC ( it's a 2 speed fan ) http://www.ehow.com/how_5602850_replace-fan-motor-pt-cruiser.html

Switched the Low Side relay and samething. I tested the fan and the fan works great by applying power to the fan motor it was just fine. But at the connector of the fan theres no Voltage at the terminals on the connector going to it. I dont have any power coming from the Distribution block to the fan. Power going into the distribution block to the relays but nothing coming out? I suspect possible short in the distribution block. Was going to try and replace relays just to rule it out ultimately I know I have already on the Low side but not to sure about the high side relay.

have you checked the switch on top of the condenser canister by the passenger side hood hinge yet? believe that could be an issue as well ( from what i've read )

There is a harness plug by the radiator, underneath of the car. It is known for corrosion. Check its connection.
