99 Windstart grinding at startup

A couple months ago I replace my water pump (with the help of folks here), and recently I've been having some trouble starting it. At first, it wouldn't turn over at all, but the solenoid would click, making me think it was the starter. I replaced the starter, same thing. The battery is also new, so it wasn't a weak battery. It had been sitting for a while, so, suspecting coolant may have leaked into a cylinder, I turned the crankshaft pulley with a ratchet a bit, like maybe a quarter turn. That got it to crank a bit, and after a lot of goosing of the key, I got it to start.
Now, if it sits for more than a day and it's damp out, it has trouble starting, and even when it does start it makes a grinding sound as it does.
I had to jack up the engine a bit when I changed the water pump, so is it possible that it didn't go back down into the proper position when I let the engine back down? The pulleys do see closer to the wheel well now.
