The first thing to check is the temperature of the lines in and out of the rear evaporator. You can do this from underneath the vehicle. If the outlet line is not cool (i.e. 5-10 degC, 40-50 deg F), then your problem is likely with the a/c charge or the expansion valve on the rear evaporator.

Did the dealership evacuate the system, and check to make sure it held vacuum? If not, then the issue might be water in the system.

If you can check the low side pressure and the termperature after the evaporator, you can look up the boiling point of the R-134A for the pressure on your low side. If the temperature is higher than the boiling point, then not enough refrigerant is flowing through the rear evaporator. This check can be done on the front evaporator too.

It's also possible that you have a problem with the blend door. If this is the case, then you're A/C will probably blow heated air. It's often traced to the selector switch on the dash.

Compressor cycling is controled by a pressure sensing switch. It is located on the accumulator/dryer. Usually frequent cycling is noticed when the charge is low. A restricted orphic would probably cause lower than expected pressure, and corresponding low temperature. With low pressure you should also notice a lower than normal temperature (even icing) after the restricted orphice.

The rear a/c uses an expansion valve instead of a fixed orphice. The expansion valuve is controlled by a temperature sensing bulb mounted on the cold side of the valve. It's temperature should always be about 2 degC or 36 degF during operation.
