2002 Mercury Sable Electrical Problem?

2002 Mercury Sable 3.0U - when pulling out from a stop sign, the horn starting blowing continuously, the washer fluid starting spraying continuously, sounded like different switches/solenoids were clicking on under the hood. Now when it's started the washer nozzles are still trying to work even though it's out of fluid. The wipers, door locks and power windows are also not working. Did have some prior periodic problems with the door locks acting erratically. Any ideas/suggestions?

FYI, after some research I fould that the problem was the GEM Module. But, we coudldn't repair it anyway as the GEM has to be programmed before and after replacement at a dealer. Cost the customer $1100+.
