no air coming out of front vents

i just recently bought a 1997 ford explorer. when i turn on the heater or AC air only blows out of the rear vents. i thought it was the blower motor so i replaced it but the same thing... and it only works on high. the 123 set dont even work. it getting cold...can anyone help me

sounds like blower motor resistor. common problem
