1995 4.3W High Idle Problem

Good Morning All.
I need help : I have a 95 gmc jimmy 4.3W (CPI)4x4;169 Kmiles ..
Read the FAQ...nothing on the High Idle Topic..
1-Problem with a high idle Flare up... during startup and warmup period..
Just replace Fuel pump..
A-Limited on OBD test equit.I have a OTC 4000E but dont have the 16 pin connector..bought aftermarket ty OBD2 reader and it dont read the codes..
B-It starts up at 1500 rpm and creeps up to 2000 rpms..vacuum ga. reads 20 inch Hg.ga. steady..even after 25mins running..

C-Changed both coolant temp and sensor unit. TPS and a spare IAC replaced, clean and spray the port inside the IAC..it helped for about 5mins and tap the pedal and Idle flares up ...
D-checked for correct pcv and blocked the rear vac ports to canister and booster..no change..It is not running RICH..tail pipe is clean and no smell of rich condition..
2-"OBD-2" is there a way I can connect a clips to place the OBD2 in Diagnostic MODE like the OBD1 A+B to READ THE FLASHES?
3- ANy information How I can upgrade my OTC 4000E with a adaptor cable to connect to a 16 pin ..I only have the 12 pin for obd1...The truck had the 16 pin OBD2 and ECM unit is in the Pass. fender..(1995 Pre-OBD2??)
What can I do nezt?
ANy advise would help me greatly..Cant do a thing unless this is taken care of before Emission Inspection...Yes..It would help If I had a scanner to point me in the right direction..

When you installed the new IAC, did you pre-adjust it properly?

Hello rlith
It was a good used IAC spare..I dont know if I did the re-learn idle proc.correctly??? I didnt push the pintle back down...
I was told to warm up the engine and then shut it down , start it up and place in drive and shut it down,
then just turn the key to the ON position for 10 sec and repeat the process 2x's . key on and off only..
without a correct scanner ,
I cant scan to see what the counts would be..for the IAC.
If I did it incorretly...can you email me the correct steps?
Currently. The truck sits overnite ,It starts up and races to about 2000 rpms for about 10secs. and drops down to 1100 after about 10mins...It sound like its switched into close loop and thats it , it flares back up to 2000 rpm and it hangs there. the more you tap the gas the higher it goes.
Sounds like you have something there..!!!!.
