99 Malibu EGR

99 Malibu 3.1L 240K miles. The car has thrown the 'insufficient EGR flow' code off and on for about two years. I cleaned the EGR valve and it would be fine for a while. Then I noticed I couldn't get the pindle to move very well this last time so I finally got a new EGR valve and did a little cleaning on the passages (which only had minimal soot to begin with.) Now when I clear the code the car throws it again within 15 minutes of driving. Does anyone know the voltages that the various five pins in the connector should have? I know a few years back a wire shorted on the connector to the MAP sensor.
