Question regarding a Cailf vs 49 states Catalytic Converter

I'm in California; I have a few posts about a 93 Buick Regal I'm helping out on.
Here are my questions…..
THEY ARE STRICTLY FOR ARGUMENT SAKE.....
I HAVE NO PLANS TO INSTALL A NON CARB CONVERTER ON THIS CAR...
What’s the difference in a CARB California converter and a regular 49 states legal converter?
We don’t have visual inspections here, if it passes smog fine.
So since the CARB converter is priced outrageous, I was wondering if...
Say a mid-pipe with a 49 state converter was installed on this car would it pass smog?
I got a look at the converter that’s on it now.
It looks really skinny it goes from 2 1/2,to maybe 4'' then back to 2 ½,
round all the way.
So what do ya think
