Colorado Spare Tire Hoist Stuck

Hoist cable plays out, but secondary catch won't release. Jacking it up and down per the manual does not do it. Saw a Youtube video on how the catch works on a Sierra, but the one for the Colorado is not the same. Is unbolting the hoist from the frame the only solution, besides cutting the spare tire holder collar?

Never mind. After 5 hours over 2 sessions, I got it loose. The tire hoist stem has a conical flange. The housing has a comma shaped cam/pin latch which prevents the flange from coming free. Mine was solidly rusted. By kicking on the spare tire enough times, the stem flange got cocked at maybe a 45 degree angle to where it was able to get drop past the cam.
