What is a resionable price for this car?

Hi,
I am considering restoring this '51 Chevy that my neighbor has. IT is in okay condition i guess, no rust or anything, but the upholstry is ripped. I dont know if it runs, because I havn't talked to its owner yet.

I havn't talked to him because I want to know if his price tag of $3,500 is resonable... it sounds kinda steep to me?
I'm not sure what model it is, (Bel Air?) but it looks like this:

He also has a 61 cadillac for sale for the same $3,500.

Is this to much to pay? I would purchase it if it ran and was only like 800 or somthing...

Thanks in advance
Big J

3500 Might be a little cheap if it runs good. To find a car that old, in that good of condition is rare. Id be expecting to spend more around 5000.

Its hard to help you out b/c I cannot see the car, no idea how it runs, there are so many intangibles to a car like that that it depends on the car. I would get a buddy of yours or your mechanic to look at the car with you first.
