98 regal cannot turn ignition key

I have a 98 Regal and I can not turn the ignition key and unlock the steering wheel. I have tried 2 sets of key and also sprayed WD40 into the lock. Any idea?

Try turning the steering wheel alittle one way and try the other way if it doesnt work. Ive worked on a few cars that you had to turn the wheel slightly to turn the key.

I have tried that and still can not get it to unlock. Any ideas????
