2000 Avalon/ left rear toe adjuster frozen

I had my tires rotated and a 4 wheel alignment. I was told that the left rear toe adjuster is frozen. It measured at -0.25 degrees. The right is at 0.17 degrees.
Is this a big job to fix and what is involved?
Any help would be appreciated.

The tire place I brought it to does not do repairs but will do the alignment free of charge when fixed.
