Turbo waste gate solenoid error code

I have this code on my truck, can someone help me trouble shoot this problem.
My truck has no power when towing, could this be the reason? Please help me

Could be stuck open then no boost, you need to look into it further.

Your turbo waste gate is controlled with the solenoid with the use of vaccum.The vaccum pump supplies the vaccum and the solenoid controls the amount of vaccum.This solenoid is actually controlled by the ECM,but the solenoid is the tool of the ECM to control the watsegate.Your wastegate must have vaccum to it to close.Without vaccum,the waste gate stays open and you end up with a lack of power.I hope this will help you fix the problem.

I found out that the lever that comes out of the turbo that has a push rod on it is stuck I cannot open or close it, any suggestions for loosening it up or is it time to take it apart?

Do you have vacuum to the diapram that the push rod is attached?I am not sure how strong the return spring is within the diaphram ,but having vaccum to help pull the push rod may give you a better idea how jammed is the lever.Other than that I am not well versed in the repair of the wastegate mechanism.May be someone else has had some experience with the wastegate.Sorry.

So it seems I was pulling the lever towards the front of the truck, it goes to the back and it is free to move, after starting the truck and reving it up the push rod does not move at all but it is under vacuum and I can push it back either. I guess it the solenoid. What are your thoughts on getting rid of all of the waste gate control system and putting a spring on it and adjusting the boost like others have been doing?
One more thing, when its pushed to the back does that close the gate? If so it is stuck on the open position with the lever pointing to the ground?

If I am reading your post correctly,you have vacuum at the waste gate.If there is vacuum to the waste gate,It is quite possible that the diaphram that the push rod connects to has a hole in it.If you have pulled the vacuum line off at the diaphram and feel vacuum at idle,then the solenoid is funtioning.No vacuum,then the vacuum pump or solenoid has failed.If you can check the diapghram with a hand held vacuum pump,that would help to trouble shoot the waste gate.

I've had this waste gate thingy replaced not that long ago. $50, burned out another PMD, they tested the waste gate and figure it was the reason I've been going through PMDs. What did I notice when fixed... nothing. No turbo came to life and whistled again, nothing. PS: also a 95 turbo diesel.

Has the vacuum pump failed? Without the vacuum the waste gate stays open and you should notice a lack of power. Having gone through many PMD's, may be the solenoid which dumps the vacuum is not doing its job.
