Question about the Fan Cars....'78 Brabham BT46B & '70 Chaparral 2J

Hey, you know how the Chaparral 2J and Brabham BT46B F1 car used fans for getting more downforce? How come no modern day race cars, or road cars use that idea? Would the fan trick dominate the racing scene again if it was allowed?
