97 wrangler high mount brake light issue
So the high mount brake lights dont seem to work but the other 2 brake lights work just fine. changed the bulb, Not real handy I bought a test light and hooked it up to ground and pierced the wire but the little light on the test light does not come on , does it make a difference if the key is on or the brake pedal is being pressed in order to get the light on the test light to work I just want to fix my high mount light any ideas

I would trace the wiring back from the high mount. The brake light signal is making it to the rear of the Jeep, just not to above the tire. I'd bet there's some chafing or maybe corrosion at one of the rub spots where the wires pass into the tailgate.
