Yes, you can get at vacuum motors and inspect the lines by pulling off underdash covers which are usually held on by plastic push plugs. The A/C should be on passenger side and heater distribution vacuum motors on driver side - attached to plenum near bottom at floor distribution.

You should me able to manually push plunger in on vaccum motor to verify if it is just a flapper not opening issue. You can also watch for the plunger to move when you operate the temperature controls.

If you have a vacuum gauge, you can also pull off vacuum line from vaccum motor and check for change when temp controls are activated. Poor man solution is to hold finger on end of tube and see if you feel any suction when temp controls move. This should isolate a vacuum line vs. a vaccum motor problem.

Hope you get to the bottom of this before winter.
