Question Cold start problems on 02 Outback

Hi all

My 02 Subaru Outback has started taking a while to start first time on cold mornings. Here's some data and maybe someone has a troubleshooting routine I could do?

Battery is new
Engine cranks OK, but there is a new tick-tick-tick sound that would remind one of a fuel pump on older cars.
OBD II turns up no codes
Once car is warmed up restarting is normal, almost immediate
Just ran some injector cleaner through the fuel system. (MOA)

Any ideas would be helpful.
