2001 Grand Cherokee Power Steering "Heavy"

I changed out the pump last Summer due to it's acting this way and it hasn't gone away. Steering is heavy, not like there is no PS but still heavy and perhaps a bit vague. The car has been driven very little due to a transmission problem that surfaced immediately afterwards. It has been lock to lock many times and hasn't really changed so I am wondering what I am missing now. Of course the tank is full and the fluid is newish. What am I missing????
