03 Focus coupe ZX3 #4 NO FIRE

Here's the problem #4 cyl isn't firing . I put a new plug in and a new wire on, off my 02 Focus wagon (same engine.) I can pull the plug wire, stick a screw driver in the plug wire start the engine and hold the metal part of the screw driver I barely feel a slight tingle. I wouldn't try the other 3 they are throwing a good spark from the ends of the plug wire to any thing metal and if I pull any other wire off, the engine chokes down, but It makes no difference if the #4 wire is on or not. I know the original plug and wire are good because they are on my 02 Focus wagon and it runs fine. Should I replace the COIL PACK??????????

Doe's this car have both a Coil On Plug (COP), and ignition coil?
see www.partsgeek.com

If you got a COP, roll it to cylinder 1.
