1996 Contour 2.5L LX "No Radiator fans"

Could someone please help with an issue where the radiator fans won't cycle on and off. I've changed the resistor on the fan shroud, coolant temp. sensor, temp. sending unit, and the ECU. If you allow the engine to get to 220+degrees the fans won't kick on. Yet if you turn the engine off and turn it to acc. (without starting), the fans will blow. Yet as soon as you start the engine, the fans cut off. The fans will then blow whenever the ignition is in acc position (without starting), they won't stop doing this, until you disconnect the battery and allow the ECU to reset. After resetting, the fans will no longer blow in the acc. position until the engine gets hot again. If anyone can steer me in the right direction for a fix to this problem, it would be greatly appreciated. Also, I don't have any codes being thrown.
