92 1.0 throttle plate tbi

Should this plate (butterfly)be cracked open alittle? It looks to be closed. There is an allen screw there that can be adjusted. I know this probably should not be touched, but if its in the wrong position??

Need more info... Is the car running poorly? What are it's symptoms. They can appear to be closed but are getting proper air flow...

It runs ok. All this was messed with to get it to start when the rings and valves were biting the dust. All new now and would like to get things right. Manual says to plug in diagnostic fuse if moving idle screw but no mention of buterfly. Ok fellas let me have it.
