Unhappy 1985 Dodge D150 clutch pedal cut off switch.

A Virginia inspector rejected my pick-up truck. Because he said it was missing a neutral safety switch or clutch pedal cut off switch. That makes the truck able to start in a gear other than neutral. Which could cause the truck to lunge forward. I have had this truck for about 20 years, and never noticed a switch like that on the truck. I checked a couple of auto parts stores( NAPA and Advance auto parts) with no luck. I tried a Dodge dealer, also with no luck. In my Haynes Dodge pick-up 1974 thru 1993 manual. The only switch it mentions, is a neutral safety switch for automatic transmissions only. I really don't think a cut-off switch, exist for my '85 d150 manual transmission pick-up. Please help!
