Red face 90 Escort Hard Starting After Warm Up-DTC 16 SOLVED

I believe I have solved the DTC 16 but not the hard starting after warm up problem.
During the course of testing after receiving the cylinder ID code, which in my case is 4, it is recommended that:

* If you have a power steering pressure switch, turn the steering wheel half a turn and
wait three to five seconds, then release.

* If you have a brake on/off switch, step on the brake pedal once, and release.

* If your vehicle has an overdrive cancel switch, turn the switch on and off once.

* If you are unsure of your vehicle's equipment, it is recommended that you perform these
procedures anyway.

* After a code 10 is received, quickly press the accelerator pedal to the floor and release.
I think I failed to perform this test correctly wich caused the DTC 16 error code.

Unfortunately, I still have to check the following items which don't appear to be tested well enough during OBD I diagnostics.
PCV
Fuel Pump Relay
PCV Hose
EGR Valve
Carburetor
Valves
Wireset
Any help to speed up this process would be greatly appreciated.
