91 hood does not latch on 95 legend

I helped my friend put a 91 Legend hood on his 95 Legend. The hood looks just like the one on his car. (except the grill but other then that it is the same). It seemed good that day. Then my friend looked closer and realized that only the safety latch latched. The main latch did not. He also was able to jimmy the hood open without poping it. So he can not drive his car as he is concerned it will pop open.
So I ask you all,

Is there any way to adjust this 91 hood so it will go down on the car?
Or maybe a way to bring the latch up so the hood will catch it?

Or do we need to find a later hood?

Anyone else had trouble puting hoods on this series of car??
