Red face Eibach springs and suspension

Evening, I drive a 1995 Del Sol S DC Sports sway bars up front and down below, 17 inch rims with 205 40R17 tires.

Right now I have stock shocks, and cut eibach pro-kit springs. The ride isn't that great. It's very rough and has a spongy feeling.

I measured the distance of the tire to the edge of the fender. Up front the distance is just under an inch from the top of the tire to the edge of the fender. In back it's slightly over an inch.

I'd like to get a suspension upgrade. I was thinking KYB gas shocks, and Eibach sportline springs. Eibach sportline springs lower the vehicle 1.5 - 2.0 inches.

Now, knowing how my suspension is now and how low it sits, will this be a good upgrade? I'm worried the sportlines will lower the car even more which will result in rubbing, if not then I have nothing to lose.

Any opinions would be greatly appreciated, thanks in advance!!
